The adoption of Regulation (EU) 2024/1183, which introduces the new European framework for digital identity (eIDAS 2.0), has made it necessary to implement significant amendments in the Bulgarian legislation in the field of electronic identification.
In this context, on 5.09.2025, a Bill for the Amendment and Supplementation of the Electronic Identification Act (the “Bill”) was submitted to the National Assembly. The Bill aims to substantially expand the scope of electronic identification tools and to facilitate the provision of digital information and services.
First and foremost, the state will be required to develop and maintain a so-called “National Digital Identity and e-Services Wallet” - a mobile application that will enable users (upon verification of their identity with an official document) to create their own unique European Digital Identity Wallet within the app.
Beyond its identification function, the European Digital Identity Wallet will also allow users to access a wide range of electronic services and to obtain information about personal data recorded in public registers.
What will users gain in particular from the application?
- The ability to identify themselves electronically before public authorities and other institutions without presenting a physical identity document;
- Signing electronic documents using an integrated qualified electronic signature (without the need for a USB token);
- Requesting and receiving certain administrative services;
- Access to information on taxes, fees, and other obligations, with the option to make payments directly;
- Receipt of electronic notifications regarding administrative violation acts, penalty decrees, and electronic fines.
The Bill seeks to introduce additional functionalities aimed at making access to public services easier for EU citizens and at broadening the purpose and application of electronic identification.
The creation of a National Digital Identity Wallet represents a significant step toward a more secure, modern, and integrated digital environment. This initiative is expected to accelerate e-government processes and to facilitate interaction between businesses, citizens, and public authorities by providing a reliable mechanism for identification, data exchange, and access to online services throughout the European Union.
